The pattern of development of public sports for the employees of the Islamic Republic of Iran Army

Abstract
The purpose of this research is to develop a model of public sports for the base employees of the Islamic Republic of Iran Army. In terms of purpose, it is applied and qualitatively implemented using the data base theorizing approach. The participants of this field are 18 high experts and experts in military organizations. Sampling was done theoretically and with the benefit of targeted and snowball methods until theoretical saturation was reached through interviews. From the analysis of the obtained data, the elements of the designed model are composed of causal, background and mediating conditions that show the central phenomenon, consequences and strategies of public policy implementation. Causal conditions including individual factors, management factors, support factors (facilities and equipment) and the central category including public sports and the platform or foundation including motivating factors, attractions and organizational knowledge and intervening conditions including management factors, infrastructural factors and financial factors and The strategies of public sports including cultural, educational and research, organizational and managerial strategies, financial and consequences of public sports were classified in three levels: individual, managerial and organizational level. Commanders and policy makers in the field of public sports development can use the results of this research to improve the development of public sports, increase the productivity of the organization, create motivation and reduce stress, progress and development of the organization, flexibility of employees, completion of the necessary infrastructure and foresight, for efficiency. Most of the employees in the organization are benefited and can also use it in terms of literature and theoretical foundations.
