The aim of this research was to develop an evaluation model for the implementation of National Olympic Committee policies. This research is applied in terms of purpose and was conducted with a qualitative method and in the field. The statistical sample was 19 Olympic sports experts who were selected purposefully based on the criteria of education level, activity and management experience, expertise, theoretical mastery, and publications. Interviews were conducted until theoretical saturation and continued until the responses became repetitive and coded. In order to determine the reliability and verification of the codes, two coders and five interviewees reviewed and approved them. Then, in order to eliminate unimportant or irrelevant codes, a specialized Delphi panel was formed and the codes were reviewed and screened. Based on the findings in the National Olympic Committee's policy implementation evaluation model, 45 indicators were categorized into the following components: evaluation context, evaluator characteristics, implementer evaluation, ethics, attention to efficiency, key point evaluation, comprehensive evaluation, process integration evaluation, outcome-oriented evaluation, and process-oriented and corrective evaluation, and these components were placed in the dimensions of evaluation prerequisites, requirements during evaluation, formative evaluations, and consequential evaluation. Providing evaluation conditions, evaluator competence, and evaluation of executive decisions, as evaluation prerequisites, along with avoiding bias and emphasizing reform in evaluations, as well as establishing a comprehensive monitoring system in the implementation of the National Olympic Committee's policies, will help the managers of this organization in the successful implementation of policies
