Introduction: The aim of the present study was to futures study the behavior of Iraqi football fans with emphasis on legal requirements.

Research Method: The present study is applied in terms of its purpose and based on the futures, analytical and exploratory method in terms of its nature, which was conducted in a mixed manner (using a combination of quantitative and qualitative models); also, the method of collecting documentary and library data. The statistical population of the study includes experts in the Iraqi Premier League, veterans of the Premier League, Iraqi football sports directors, coaches, referees, athletes, and knowledgeable people in the field of sports law, who were selected using the snowball method and the interviews continued until theoretical saturation. Finally, 28 people were selected as a sample. To analyze the indicators and variables in the final questionnaire, Mic Mac software was first used and analyzed.

Findings: The findings showed that factors such as legislation and public order, security management, education and awareness, individual and social rights, social and cultural interactions, and monitoring and feedback were identified as key factors.

Conclusion: Training staff responsible for monitoring and security in the field of effective communication with fans and providing positive feedback can help reduce tensions. Implementing these suggestions can transform the stadium atmosphere into a safer, more cheerful, and friendlier environment and strengthen the positive behaviors of fans in the long term.
